President
Jill Dennis is a wife, mother of eight, and proud grandmother whose life’s work blends service, leadership, and innovation. She holds an Associate’s Degree in Computer Management and a Bachelor’s Degree in Social Science with a concentration in Education. For 15 years, Jill served her community as a firefighter and Emergency Medical Responder with St. Tammany Fire District 9. She is also the founder of the St. Tammany Youth Fire Core, a program that has guided teens into careers as police officers, EMTs, and military leaders. As a pioneer in offender supervision and compliance, Jill co-founded the Assured Supervision Accountability Program (ASAP), the largest supervision program in Louisiana with arrest powers, bringing unprecedented accountability to the state’s “Digital Jail". She also serves as Co-Founder and Vice President of the Association of Supervised Ankle-Monitor Providers (ASAP Association), which successfully advanced key legislation, including R.S. 15:571.36 and R.S. 15:835, to strengthen oversight and compliance among GPS providers statewide. Jill is also the co-creator of the Offender Management System (OMS), a web-based platform that centralizes offender enrollment, provider compliance, violation reporting, and investigative support into one secure, statewide system. Called a “game-changer” by law enforcement, OMS protects communities, supports investigations, and ensures accountability across the justice system. Through every role — as a first responder, mentor, innovator, and leader — Jill’s mission has remained the same: to save lives, protect communities, and build systems of accountability that strengthen public trust.
